Your doctor / Urologist would probably do a Dorsal slit technique meaning he will just cut the top part of the foreskin to expose the head(glans penis) which is causing your problems. After that he will put some sutures on the cut edge of the foreskin to control the bleeding. With a dorsal slit circumcision since we do not remove any foreskin then your penis and skin around it will feel and look essentially the same with the same degree of motion or movability.

Phalatoplasty might be suitable

can the cut end of the shaft skin be folded over so what was on the inside is now on the outside and the circumcision stitches be put through that double layer of skin and NOT into the penis. Please answer that, YES it can be done that way or NO it can not be done that way and if it can not be done that way then please tell me why
That fold over only needs to be about 1/4 inch. like the hem in your paints.
