I understand your concern. Phimosis can be a mess. Both phimosis and paraphimosis are the complication of foreskin uncircumcised and poor hygiene and excessive frictions like masturbations or aggressive coituses.
There are many conservative options but betamethasone is used rarely for it predisposes to further infection, helps inflammation though. I recommend hydrocortisone creams easily available over the counter.Also dont forget to apply antifungal ointments. Also Try manual reduction slowly and gradually. Osmotic methods, puncture methods and hyaluronidases applications also help.
If none of the above works, there is another option named vertical incision of the foreskin,small cut relieves the adhesion. ANd last but not the least and once and for all solution of it is which you are not willing to.
