It could be small boil or cystic acne at the base of penis which would I keep as the first most possible diagnosis.
But the important thing is to diagnose it first by a clinical examination by the doctor by conducting clinical examination.
The following treatment would be helpful.
You can be given oral antibiotics like cephalosporins (cefadroxyl 500 mg or cefixime 200 mg) for a shorter course but you will need prescription from some local doctor or GP.
Local antiseptic cream/ointment application- Clean off and wipe off the area clean and dry,following which apply local antiseptic like neosporin cream.
Take over the counter pain killer with anti-inflammatory like tab.combiflam twice daily for initial few days.
The bumps should start subsiding after 2-3 of topical application and oral medicines.

Thanks for the follow-up.
First,I would like to tell you that masturbation can not cause this kind of blisters or boils because it is completely a normal act to masturbate.
It is very unlikely that if you have not shaved pubic hair and it could cause this blisters or small boils.
Generally, they become due to some bacterial infection but not due to merely humid environment or wearing underwear because so many people wear underwear and stay in humid environment but not everyone suffer from this.
But yes it would be advisable to keep genitals and its nearby area clean by,
1) daily washing with soap and water during bath,
2) regular shaving of pubic hair and
3) keep that part clean and dry,
so there will be no chance of any bacterial or fungal infection around the penis or scrotum even the environment would be humid.
