I can understand your concern regarding the skin lesions but its difficult to point specific diagnosis in absence of clinical examination. From your decription, my best differential diagnosis would be a sebaceous cyst but cant anything for sure
unless I get to see the lesions.
Therefore, I insist you to post good clinical pictures to me so that I can help you in a better way.

Thank you for the picture and Sorry for late reply.
Though the picture is not very clear but i think of two possibilities here:
1. Penile milia: It kind of small benign cyst with whitish contents.
2. Penile comedones:Comedone is a like blackhead/whitehead formed due to blockage of sebaceous gland duct as in acne.
The best treatment for either of the case would be needle extirpation i.e removal of contents with help of fine needle. Make sure you get this treatment done by a certified dermatologist only.
I am sure you will be fine soon.

Any way through some ointment can help me and not the needle little bit scared to put needle in my pennis area
At the time of needle extirpation are they going to make my pennis numb or directly they will do

Needle extirpation is a very simple procedure with no side effects.
Though its slightly painful, you can also get it done under local/topical anesthesia.
I am afraid no creams will help you in this regards and moreover the creams which can be used are generally not recommended for use over sensitive areas like genitals because of their tendency to cause irritation.
