It's possible that there is a skin infection which would account for it being warm. I'd recommend hot sitz baths a couple of times a day, and dry the area well, even with a hair dryer (on a low setting). In between sitz baths, you can also apply a very warm wet wash cloth. Heat helps resolve a bacterial skin infection. It can also help if the problem is hemorrhoids.
If you can actually see a rash, it may be a yeast or fungal infection, in which case a topical anticandidal cream can take care of it. You can buy one over the counter without prescription. Look for one that covers both funguses and Candida (yeast).
If that doesn't start to work within a couple of days, go in to your doctor or an urgent care clinic to have it looked at to determine what it is (since it's hard to get a good look at that area one's self).
