But I can tell you one thing- without fever and coryza.....measles is unlikely.
It could be allergic rash or hives.

This is urticaria - Need not worry about measles
Detailed Answer:
Hi....I have seen the images provided. It is an urticarial rash or a simple skin allergy. It will settle in few hours to days depending on allergen exposure and body's reaction to it.
Most important thing to be remembered is that it has a propensity to recur (called as second crop) within 10-14 days. I suggest you use calamine lotion as its giving results along with oral anti-allergic like Hydroxyziine or Cetrizine. If this happens, you can start using the same medicine but I suggest you get the kid evaluated with your pediatrician as the drug is suggested is a prescription drug.
But as of now, if you have any over the counter anti-allergic licensed at this age in your country, you can give it in the suggested dose.
