I have seen the photograph that uploaded.
From which,it seems to be a eczematous dermatitis as you said you have neither any itching nor pain over the lesion but I will be able to say surely only after the visual inspection at the lesion.
It would be useful if you could provide me more detailes like since how long it is there, how it was started and spread, have you taken any medications etc.
However,you can apply more potent steroid like clobetasol dipropiate in combination with antibacterial ointment or cream under your doctor's supervision as these are the prescription drugs.
You can also take oral antibiotics (cephalosporins preferred) with antihistamines which will also be useful.
Wear cotton, loose clothes and avoid tight fitting clothes with strict hygienic measures.
In my advice,you should see some local doctor or GP (if takes longer time for dermatologist appointment) who will inspect the lesion and prescribe above medications.
