I have gone carefully through your query as well as the attached images. It seems that he could have come in contact with some insect and as a result allergic reactions have occurred. In case itchiness is associated, I would insist you to give him cetirizine once daily for next few days. You may apply calamine lotion or some other emollient for topical relief. If the rash worsens, hydrocortisone cream can be used.

Does it look like scabies? Because his grandmother just went to the doctor and they told her she had scabies, he has been around her alot espically because she takes care of him

That is not the case with respect to your child. However, if his grandmother is detected to have scabies, her contacts including him should undergo treatment for scabies on the same day and the used clothes and bedsheets should be changed with fresh ones the following morning.
