It is possible that you have cold urticaria.
Urticaria refers to the formation of hives. It may be acute (episodes lasting less than 6 weeks ) or chronic (episodes lasting more than 6 weeks).
There are different possible causes and types including cold urticaria where the hives are induced by exposure to the cold.
There are other causes such as: side effect of medication, food and drink, soaps, aquagenic urticaria (Caused by water), heat/stress/exercise, sun exposure
The main aspects of treatment are what you and your doctor would have done already: (1) avoid exposure to the cause if this is possible though in many cases, this is not possible.
If it is not possible to avoid your stimulus then you may need to take the below medications consistently till the temperature increases or symptoms improve.
(2)antihistamines- the older drowsy antihistamines (such as benadryl and hydroxyzine) are stronger than the non drowsy antihistamines (loratidine, allergra, zyrtec)
(3)the zantac and pepcid block other histamine areas of the body and also help in the reaction
(4)steroids if no improvement
