Suggest Treatment For Recurring Red Bumpy Rashes On Navel And Pectorals

Question: I recently have presented with a strange rash that I originally thought was heat rash. When the red, bumpy rash goes away, I'm left what look like little dry patches, like small spots of dry skin. The dry patches look like peeling skin like that of psoriasis. I have never had any skin conditions before, other than athlete's good, which I got rid of, so I am am concerned. It appears to be spreading. I'm not sure if it is related, but I also have dry, flaky skin on my underwear-line, down both sides of my groin. Additionally, Over the past few months, I have had a breakout, in my pubic area, just above my penis, of little sores that appear to be foliculitis, but always present in the same small area.
Sorry, the rash originated across my stomach, above my navel and below my pectorals. It has since spread down to my groin and up my chest and looks to me moving to my shoulders and biceps. The red rashy bumps come and go and are only located between my navel and pectorals.
