Suggest Treatment For Red Blotches On Arms

Question: What are the blood red skin blotches that I get on my arms? They are different shapes, are not raised and look like blood has accumulated under the skin. They do not cause any pain, but I get them several times a month and they take about a week to 10 days to go away.

Is it occuring on both the arm or on one arm?
