Question: My mother has a red bump with a large black spot in the middle. It's on her waist. Is this something she should see a doctor for?

I have gone through your query and picture.
Based on the pictures it looks like foliculitis, it starts when hair follicles are damaged by friction from clothing or blockage of the follicle. In most cases of folliculitis, the damaged follicles are then infected with the bacteria.

When did it start? Is she diabetic?

Presently I would suggest you to was the area well with an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful. I advice not to touch, scratch or try to burst it, to avoid any secondary infection.

If the symptoms worsen then get your blood sugar levels checked as it may cause recurrent and chronic folliculitis and see doctor for further evaluation and help.
