Suggest Treatment For Red Itchy Spots Near Penis
Question: I was on pilicen for 7 days and had some teeth pulled, they put me under for that. About 4 days after that I had 2 spots on my grin area come up, they itch and a little red. Two days after that I was developing some white substance under the head of my penis. It whips away easy. Then a thin layer of skin on the underneath of my penis could be rubed off. I went and got a blood test for herpes 2 and it was clear. Still waiting to see the doc. I also had sex with a condom before the symptoms started, roughly 3 days before they started.

I can understand your concern regarding the skin lesions but its difficult to point specific diagnosis in absence of clinical examination.
From your description and history, my best differential diagnosis would be a drug induced local reaction or can be some fungal infection but cant anything for sure unless I get to see the lesions.

From the review, it seems you have got Tinea cruris and corporis, a sort of fungal skin infection.
I would recommend you consult a dermatologist for proper management.
I generally recommend proper course of oral antifungal drug like itraconazole 200mg once daily for 10 days along with local application of sertaconazole or luliconazole cream over affected areas for 2-4 weeks.
Take oral antihistaminics for itching as required.
Avoid tight undergarments and maintain proper hygiene.
