I went through the them and could not find any significant changes to the normal skin. I find them harmless spots resulted from frictional rub with the undergarments or minor injury because of masturbation acts.
While the penis can exhibit varied color appearance than other organs it is not always harmful to have red spots which are not itchy. IF you have itching it can be considered to be fungal spots.
You may anxious at this age about the appearance of penis but having no associated symptoms rules out any disease. A virgin young boy who will have chances to have first sexual encounters would obviously be worried about its appearance.

This does not look a full blown picture of balanitis. Since there is no history of sexual intercourse and masturbation act I would not label it so.
Penis is very sensitive to touch because of the surface receptors it has.
Not to worry about and not to interfere in its current appearance is my opinion.
