You seem to have inflammation of the skin of the forehead of penis. It is called balanitis or balanoposthitis. The itching and scratching would make things worse. So you should stop that immediately.
You can apply local hydrocortisone cream available over the counter thrice a day. After one hour each hydrocortisone application you can apply CALAMINE lotion to prevent itch. Cut the finger nails short to avoid injury by scratching.
Avoid wetness to the areas it becomes breeding place for fungus.
