Brief Answer:
might be cervical spondylitis

Detailed Answer:
hi

i read your query, it seems that you are worried about any side effect of clobetasol. But it doesnot look like that local application of clobetasol can cause neck problem. in your age group, cervical spondylitis is very common and this may cause neck pain. also diabetes it self can cause this type of pain and even neck muscle stiffness can cause pain and restriction of pain.
I advice you to go for cervical spine X ray and meanwhile can take paracetamol as and when required basis.
hope this will help
