To recapitulate: Male/70 - redness on outside of left foot - sore - bulge - since Tue - 18/4 - now leg also sore - soaking in Epsom salt solution ....
Since it is almost 5 days and the symptoms have increased, the possible cause I can think about is an abscess.

Is there any fluctuation in the reddened area?
Any history of diabetes or any other medical disease or medication?
Any history of trauma or injury?

A per the history you have provided, you may need an antibiotic and anti-inflammatory medication as well as incision and drainage if there is an abscess formation and further care as may be required.
