I read your question carefully and I understand your concern.
The medication you are on are good first line choices for the treatment of restless legs syndrome. Obviously since they aren't working yours is not an easy case and other treatment options should be tried, at times one medication may work better than others for some patients.
Apart from Ropinirole and Gabapentin other medications may include a benzodiazepine such as Clonazepam or an alpha agonist such as Clonidine. Opioids like Codeine may be tried as well.
Before adding new medication though I would try raising the dose of Ropinirole to 2mg at least (can go up to 4 mg a day actually).
Of course I suppose you are informed about the importance of a regular sleep schedule and avoiding coffee, nicotine and alcohol.
