Brief Answer:
fungal infection?

Detailed Answer:
Hello XXXXXXX

are you sure it's a bite?

Although in the picture it's barely seen, it looks more like a fungal infection to me. Fungal infection might cause a raised red circular lesion with normal skin in the middle. Fungi love humidity and darkness. They love body folds (like the groins) but they'll grow wherever they can find the right conditions. The pool and hot tubs sound like the ideal environment for fungal infections.

You'd better visit a dermatologist. A close look is always better than the best picture. Meanwhile you should record the progress of the lesion, which will make it easier for the dermatologist to reach the diagnosis.
