Brief Answer:
Orthopedic surgeon and or rheumatologist are the ideal specialist...

Detailed Answer:
Hi,

I went through the details and I am sorry to know about your suffering.

Based on the details provided, I agree with previous doctors. Yes, this could be arthritis secondary to age related degeneration. There is a possibility of nerve root getting pinched at the degenerative cervical spine leading to shooting pain. Hence in my opinion you should be seen by an orthopedic surgeon and or rheumatologist who are the ideal specialist to treat such problem. In my opinion you will need MRI scans of the back as well as neck. In addition few blood tests to know the level of inflammation and to rule out other causes of arthritis should be ordered.

You should visit your GP and ask for a referral. In the interim, your GP can prescribe good pain medications along with muscle relaxants. Combination therapy is much more effective in controlling this pain than single muscle relaxant.

Hope I have answered your question. Let me know if you need clarifications.

Regards
