Brief Answer:
sinusitis can cause these complaints

Detailed Answer:
HI, thanks for using healthcare magic

With a history of sinus disease, this is the most likely cause of your dizziness and tinnitus.

Sinus disease and associated dizziness/tinnitus would be treated with anti histamines, decongestants (both oral and topical to the nose), pain killers (if there is headache or facial pain) and topical steroid nasal sprays (eg flonase, rhinocort, nasonex, nasocort.)

The antihistamines and decongestants may be available over the counter.

The use of a warm cloth to the face may also help to relieve your congestion as would the use of a humidifier.

There are other causes of dizziness and tinnitus, most of them related to the inner ear- BPPV (benign paroxysmal positional vertigo), meniere's disease and vestibular neuronitis.
BPPV is diagnosed by a doctor performing a particular in office maneuver and treated with epleys maneuver.

Meniere- treated with low salt diet and diuretcs (tinnitus more common along with the dizziness with this condition as compared to the BPPV and vestibular neuronitis)

Vestibular neuronitis- a short course of medication

Summary: (1)sinus disease can cause symptoms mentioned
(2)use oral antihistamine- benadryl or claritine or zyrtec or allegra combined with an oral decongestant
(3)topical decongestant eg normal saline or otrivine
(4)warm compress
(5)nasal spray
(6)humidifier

I hope this helps, feel free to ask any other questions
