I suggest a possibility of either solitary Angiokeratoma of the scrotum Or a Common Mole. It is definitely not an STD.
It can be easily removed either with Radiofrequency cautery Or CO 2 Laser.
I suggest that you visit a dermatologist inyour vicinity for a confirmatory diagnosis as well as for the needful.
