Suggest Treatment For Small White Bumps Near Penis

Question: My 2 year old grandson has a number of small white bumps near his penis. They are varying sizes with the biggest being about the size of the top of a pen. They do not seem to be pus filled or itchy. They don't have an indentation. He has had them for about 3 months and they don't seem to be spreading. He lives on an island with his family and the GP doesn't seem to want to weigh in with a guess. He suggested that they go to a dermatoligist but there isn't one nearby.
