Sub conjunctival hemorrhage can be related to trauma , dry eye or conjunctivitis soreness or irritation can be present though its not painful.
If you have decreased vision, discharge and photophobia then you need to consult an ophthalmologist or your GP to examine the eye.

Topical antibiotics and artificial tears can be advised if there is discomfort associated with the Sub conjunctival hemorrhage.
