I understand that you have had swelling / pain in the Right Upper Limb and it was found there was some obstruction in the venous system. This means that the blood flow from the hand to the heart was getting blocked.
One of the common causes of this is Deep Vein Thrombosis. This is a condition in which there is a formation of blood clot called thrombus inside your vein. Because there is a clot, the blood cannot flow from the hands to the heart. Hence there will be swelling and or pain. So they have done a Ultrasonogram to find the location and extend of clot.
They have found that the obstruction is not from inside the vein, but the obstruction is rather from outside the vein in the region of brachial plexus. This is a condition which also will result is less blood flow from your hands.
Assume your vein as a flexible pipe. If there is something inside the pipe, the water will not flow or the flow will be reduced. Same way, if the pipe is compressed from outside, the flow will again be reduced.
Usually, a surgery is needed to remove the obstruction.
