I carefully read your question and understand your concern.
It is uncommon for a rash to "migrate" from one area of the skin to the other. The only rash that might cause this is called erythema migrans. It is a skin lesion that tends to spread in the outer edges but being in the face might give you the feeling like it changing place.
Erythema migrans is an infection called Lyme disease which is a disease transmitted by tick bites. Some places are known for a high frequency of these infections and especially contact with animals or camping or sleeping out are likely risk factors.
Because you have developed this rash with fever you will need to see a doctor, chances are you are having a skin infection even if it is not erhythema migrans. In both cases you likely will need the antibiotics.
The doctor might ask for some more tests to identify the infection and its cause. He also has to examine your rash and this is a very important part of your examination.

How do they relate to the rash.
Need an alternative idea other than lymes. Unlikely with my life style.

My face is not a rash its inflamed thick and the edema around my eyes is extreme.
The uti seems to be related or the origin of the infection.
Lymes not likely.

Thank you for your reply and the further questions.
If the lifestyle you have does not put you at risk for lyme disease than some other infection might be the cause. Skin infection causes redness and swelling that feels like thick area. If you have had some fever this might be important also.
It is strange the rash is moving. This is not a very common thing. Still it might be a skin infection that is spreading the germs and infecting the urinary system also or vice versa: urinary infection causing the skin infection by blood spread.
Another possible cause is autoimmune diseases. These are diseases where the body fights his own "proteins" and might cause rash and fever and even kidney problems. Vasculitis is a rare but important condition.
I would recommend you to see a doctor and have some tests done. I would have a urine culture also. CBC, ERS, RF, ANA and your doctor might choose to do more tests. You really need a good investigation.
