From the history you have provided I the legs an understand that you are suffering from swelling of both legs. This could be due to numerous causes but since you mentioned that the fluid oozes out from them, it is most likely lynphedema.

Lynphedema can occur when a lymph vessel is blocked, causing water accumulation in the lower limbs. This can cause seeing or oozing from the skin which had turned unhealthy due to chronic lynphedema.

I advise you to keep the limbs elevated over a couple of pillows thick. Apply antibiotic ointment like Fucidin or Mupirocin to the oozing areas after patting dry with clean sterile cloth. Avoid using tight, rough footwear. Apply Ammonium lactate lotion to strengthen the skin offer denuded areas. You can also apply Retinoin ointment to strengthen the skin.

O advise you to consult your Doctor to look fit the cause of this such can be deep vein thrombosis if only on one side or Elephantiasis which is a parasitic disorder. Biopsy from the ulcer like Punch biopsy can be done for confirmation. This disease responds to Albebdazole antiparasitic medication.
