I have read your query and understand your concern.
There can be various causes for your inflammation of foreskin of penis ( balanitis ) .
Reasons may include non medical problems like poor hygeine or chronic irritation by way of excessive use of soap in washing penis.
Medical problems may include due to fungal infection or due to uncontrolled diabetes.
What to do....
Get tested for diabetes.
Stop using soap for cleaning your penis foreskin. Wash it gently by mild warm water and dry it properly.
Apply anti fungal cream like CLOTRIMAZOLE on the foreskin  twice a day.
Control your diabetes if found to be diabetic.
You should be all right soon.
A repeated infection and repeated splitting of foreskin is best treated by getting the circumcision done.
