Brief Answer:
I think it is a lipoma
Detailed Answer:
Hello,
I have studied your case. I think you are having lipoma in the leg. It got ruptured due to cut in the leg. It is not a serious problem. But as you are also having Diabetes so some time such injuries can cause cellulitus or abcess.
I would recommend you to visit your doctor. If he thinks than you should start taking antibiotics. It will help in prevention of any infection.
I do not think that you should apply antibiotic cream over it. Keep your leg elevated over pillow.
I hope this answer will be helpful to you. Let me know if there is any other followup questions.
Thanks
