First you should be sure that it is a periferic Bell'' palsy and not a central one. A clinical exam and perhaps a ct scan of the head are useful to make it diagnosis.
The treatment depends on type of Bell'' palsy.
Regarding to the use of corticosteroids, it is the only way of treatment of periferic form (especially if started within 3 days of the beginning of symptoms) and the outcome of the disease is individual. The rate of recovery depends a lot from the severity of the disease. The most severe forms have lower chances of full recovery.
Usually it takes one month to start and see the improvement. Meanwhile you need to see a physiotherapist who may help in activating the muscles of the face.
Regarding to eye care, if you can't blink or close your eye fully, your eye may become dry. A dry eye can lead to sores and serious vision problems. To help protect the eye and keep it moist:
Use eyedrops ("artificial tears") or ointment. Those that contain methylcellulose are a good choice and don't require a prescription. You may want to use drops during the day and ointment at night while you sleep.
