Question: I know there is no cure for tinnitus and there are there techniques to minimize the impact of it (eg Habituation) Is the current scientific thought on the matter that the brain turns up the gain / volume in order to perceive sound when hair cells are damaged (humans were born with the capacity to hear - an evolutionary thing) and should this be the case, would replacing the function of hair cells ( eg with a cochlear implant or other device) provide relief from the condition..

Tinnitus is curable in many cases. the cause must be found out. Please send me the audiometry report so that I can suggest you better.
Habitation with tinnitus retraining therapy is an option of medical management fails.
In many cases if it is found to be associated with high frequency sensory neural loss than hearing aids may help to some extent.
Cochlear implant doesn't affect the hair cells. it just causes direct stimulation of cochlea.
So it is not documented to be helpful for tinnitus.
