Brief Answer:
Lignocaine patch can help.

Detailed Answer:
Hello,
Thanks for posting your query.
A pain after a surgery for ACL construction is a normal finding. The numbness in the area is due to injury to the superficial nerves. You have a deep tissue pain that will take few weeks to subside. if Norco is not helping then only lignocaine patch can be helpful. it is available only under prescription. if there is any swelling or fluid collection then infection also needs to be ruled out. Taking pregabalin and methylcobalamin can help if it is nerve related pain. You need to write to your orthopedician to get all these prescribed. Till then keeping the leg elevated on two pillows while resting will help.
I hope this answers your query.
