Brief Answer:
More information required !

Detailed Answer:
Hello , This is Dr Matin and will be answering your question.
I guess there is some paucity of information.
There are two elements here - intermittent pain around neck extending to jaw and secondly upper lip sweating.
The first symptom may be related to simple neuropathic pain or even some heart related pain
and the lip sweating may be due to simply overactive sympathetic system meaning thereby that when there is a problem in the nerves ,they send the message to brain that there is excessive heat around the mouth and causes sweating As we see even milder social stimuli with stress can cause excessive facial sweat, which can also involve the scalp, upper lip or mustache area, and the neck.
This can be a normal phenomena and can be related to diseases of musles of heat which we call' Cardiomyopathy', where the there is deterioration of function of heart due to malfunctioning of heart muscles. Even 'cardiomyopathy ' can cause symptoms of ' peripheral neuropathy'

Further I would want to know what was the suspected exposure for which the HIV test was done in your case ?

As there is not enough information so arriving at some conclusion is not possible I guess you have to visit a center to undergo certain tests related to cardiology and neurology.
Hope this helps.
