Brief Answer:
Wart
Detailed Answer:
Hello and welcome,
This looks like a wart. I couldn't tell what the part off the body was that this warty lesion is on, but for most warts, you can go in to the doctor and they will treat it with liquid nitrogen and you will be done with it.

It is on shaft of penis....does that mean genital warts?

Detailed Answer:
It's possible, but usually when a person has genital warts there are warts - plural - not just one.
Best thing to do is to go in to a doctor so he or she can see the lesion in person.
The lesion can be treated, and even though there is no cure for HPV (if that is what it is), the underlying infection often clears on it's own.
So please don't worry - just go in and get it checked in person.

Tried to find data about likelihood:
Detailed Answer:
I tried to find information about the likelihood of transferring plantar wart virus to the genitals. There are many strains of human papilloma viruses, and from what I read, they mostly only grow in their particular preferred environment. However, a couple articles suggested that rarely a strain of HPV can cause warts on more than one type of skin (for e.g. hands and genitals).
