Let me reassure you that the things that you have mentioned falls under the realms of normalcy. The skin surrounding the penis remain lose in almost everyone when the penis is flaccid. It is only when the penis becomes taut, the skin stretches covering the penis. Even then, in many people, it remains slightly hanging and it doesn't cause any difficulty while having sex.
I would have liked to know what exactly do you mean by less semen. Usually, the normal amount of semen produced during every ejaculation ranges between as low as 1 ml to 6 ml. So, you really don't have to worry regarding that account to.
You can very well continue to masturbate as much as you want without any problem, or have sexual intercourse with anyone (provided you use proper protection in form of condoms).
