From what you have described, this white discharge could be an yeast/ candida infection or smegma. Smegma is dirty white accumulation under foreskin and over glans that can be seen normally in males. Excessive accumulation simply points towards improper hygiene. If its smegma after removing the whitish debris, underlying skin would be normal and intact. If its yeast removal of whitish slough could lead to fissures or pin point red areas. Infection usually causes itching too.
If its smegma, just clean the area with plain water. Do not use soap or dettol.
If its infection, apart from cleaning the area, apply antifungal cream like clotrimazole cream twice in a day and take one single tablet of fluconazole 150mg.

Quadriderm is a steroid cream and is not same as clotrimazole which is an antifungal cream. Please do not use it over affected area. Steroids tend to increase fungal infection while clotrimazole would control and treat the same. So if in case you are having candida infection, quadriderm may exacerbate and may also make it resistant to treatment. Hence it is advised that you should stop its application.
