I have gone through your history and according to me you are having candidal balanoposthitis which is a yeast infection of the foreskin and glans commonly seen in diabetic patients.
You have mentioned use of nadoxin C cream on the penis but it contains steroid and won't allow healing of the infection. Moreover prulin is an antibiotic and you need antifungal medicines for this infection.
If I were your treating doctor I would recommend you to apply clotrimazole cream on the affected areas twice daily.
For itching I advice my patients to take tablet levocetrizine 5 mg once or twice daily depending on the intensity of itching.
Tablet fluconazole 150 mg once weekly for 2 weeks can be prescribed after confirming the fungal nature of infection and may have some side effects.
These medicines are prescription drugs and you need to see the doctor in person to get them.

Candid B ointment again contains beclomethasone which is a steroid. I would recommend you to go for plain candid cream. It contains a common antifungal and will be easily available in remote areas.
You can wait till tomorrow and start the medicine tomorrow.
