The symptoms like tenderness, redness, and occasional burning suggest that it is a sort of inflammation due to a possible infection of scalp.
There are many types of infections of hairs causing alopecia like:-
-Ringworm of scalp,
-Auto immune conditions like Lupus,
-Folliculitis decalvans.
Since even biopsy did not give any result it could be autoimmune problem with a added infection.
Presently she can take a course of antibiotics like Doxycycline or a course of Rifampicin which you need to discuss with her Dermatologist.
Local application of steroid may also help reduce the redness and tingling.
As for the white line a physical examination will be needed to explain it better so discuss with your doctor.
