I have gone through your query and reviewed the attached photograph.
It seems to be either an open comedone or pore of winner.
I need to ask you few questions:
What is the duration of the lesion?
Was there any bump or eruption prior to the pigmentation?
Is it in the form of hole or a plug?
What is the site of the lesion?
Is it asymptomatic or associated with pain, burning or itching?

What is the duration of the lesion?
The duration of the initial bump was almost two weeks. The result of the skin mark after I popped it and it healed was six months. The healed result was the picture I sent in.

Was there any bump or eruption prior to the pigmentation?
There was a bump that was an abrasion similar to a pimple. I kept picking at it and smashed it until it scabbed over and healed.

Is it in the form of hole or a plug?
It is flat with no holes just a flat skin mark.

What is the site of the lesion?
It is on the very lower left side of my back.

Is it asymptomatic or associated with pain, burning or itching?”
It was more or less irritated with slight itching when it was in the first form of a bump. Once I drained it, there was a small amount of colorless fluid that came from it once it was popped. It had a small white tip on the top of the bump. I used Neosporin and it healed to end up looking like the photo I sent. It has not itched or bothered me since it has healed.

Brief Answer:
Post inflammatory hyperpigmentation, apply hydroquinone 2 percent cream

Detailed Answer:
According to your history it is post inflammatory hyperpigmentation secondary to the lesion you had in the past.
I would recommend you to apply topical depigmenting cream like hydroquinone 2 percent cream on the affected area once daily at bedtime for 5-6 weeks.
This will resolve it.
I don’t know whether hydroquinone cream is available as over the counter drug in your country.
