You are most probably suffering from tinea Cruris ( fungal infection) as per your description .
After clinical diagnosis and microscopic confirmation, tinea cruris is best treated with a topical allylamine ( terbinafine etc or an azole antifungal like ketoconazole or clotrimazole ).
