Question: We are painting so we removed the outlet cover, but kept the plastic plug ins. He touched around the outlet and got shocked. He shook a little and started crying. It’s been an hour and he’s acting normal.

Since there are no signs to support serious electrical shock ( such as burns, loss of consciousness, trauma from hitting ir falling, etc.) you should be worried about anything serious.

Low voltage electricity ( less than 500 volts ) doesn't cause any serious damage in people.

From the picture, the wires are not exposed, so, any direct contact with the wire seems unlikelly.

In conclusion, I don't think that there is any serious damage.
