Brief Answer:
means that may not work as an effective treatment

Detailed Answer:
HI, thanks for using healthcare magic

Theophylline is used to treat asthma and other lung diseases such as COPD (emphysema or chronic bronchitis).

Low levels of any medication used for treatment of any condition mean that it may not work effectively, it may not be able to help with the illnesses that it was intended to treat because the levels of the medication in the bloodstream, is too low

This means that the theophylline may not be able to adequately help with your asthma or COPD.

The low levels themselves would not have any effect outside of meaning that treatment may be ineffective.

Adjusting the dose, if possible, would help increase the theophylline levels

I hope this helps, feel free to ask any other questions
