In your case the risk is even lower ,and it is very unlikely to have contracted HIV this way.The itchy cough might have nothing to do with it but as I said there are other sexually transmitted infections that can cause an irritation and inflammation of the throat.

Since there was no penetrative anal sex, only rimming and rubbing ,the risk is very low to zero.Giving or receiving unprotected oral sex contains a risk a little bit higher that just rubbing and rimming,although this risk is very low comparing to unprotected vaginal and anal intercourse.
So your overall risk of having contracted HIV from this episode is very low but not zero.For this reason I suggested to get tested for HIV and do screening tests for all other STD.
The risk of having contracted other sexually transmitted infection through oral sex is greater than in HIV so you need to get tested ,despite the fact of having or no symptoms.
