Hello,

Raised red bumps can result from many conditions and most often they are harmless.
Most skin bumps don’t need treatment. However, you should speak with your doctor if your bumps are causing discomfort. You should also call your doctor if you’re concerned about any changes in your bumps or in the overall condition of your skin.

The possible cause for skin bumps are:
1. Skin tags
2. Molliscum contagiousum
3. Acne (Acne can occurs on arms also)
4. Corns and calluses
5. Wart
6. Actinic keratosis
Rarely skin tumors like basal cell carcinoma can also present like raised skin bumps. It will be better if you attach a picture in the follow up query.
