am using Pulmicort inhaler and want to know if a side affect is that it stops you urinating properly.
I want to go but can't and it is quite painful.

All medications have potential side effects. Most of the effects of pulmicort are limited to the respiratory tract though it can affect other areas as well.

It has very rarely been associated pain on urination so it is possible that it is contributing to your symptoms.
It is not usually associated with urinary retention (retaining urine)

Your doctor may want to rule out other possible causes such as infection by an in office urine analysis, if infection is found then it can be treated with antibiotics.

Any other medications would need to be reviewed as well.
