Brief Answer:
Possibility of condom allergy, fungal infection can be thought of.
Detailed Answer:
Hi,
Welcome to HCM.
Thanks for posting your query.
Itching, following the protected sex, is over the condom protected area or over the unprotected area like thigh, scrotum and groin?. When was that incidence and how long after you had the itching?
If itching started immediately and over protected area, then it could be due to condom sensitivity or allergy. If it occurs over groin or thigh it may be due to some skin diseases like Jock itch (ring worm) or scabies etc.
If still you have this problem, consult a Dermatologist or a Demato-venereologist for further help.

Brief Answer:
Protected sex offers a high degree of protection against STD/HIV
Detailed Answer:
Hi,
Welcome back.
Itching after 2-4 hours could not be due to allergy to condom (it might be even earlier if it was due to allergy) and unlikely to be due to infection as it was too early for an infection to manifest. This might be probably due to your fear for STD/HIV and anxiety regards these diseases. So nothing to worry. Consult a doctor, get examined and have a blood work up for STD/HIV after the completion of window period for STD and HIV with his/her guidelines. As you had protected sex STD/HIV are unlikely for you to get those diseases.
