A torn knee meniscus needs a repair if the tear is more than a partial thickness tear and complete rest to knee for 4-6 weeks is not desirable. If you are in good shape with history of medical illness and it is a more than partial thickness tear then an arthroscopic repair is recommended.
Arthroscopic repair will help in early and complete recovery.

Damage occurred about a year ago. Continuing to deteriorate x Rays showing little meniscus on the inside side. Considering stem cell treatment. Your thoughts? No bone damage at this point

To evaluate the extent of torn meniscus, MRI scan is a better investigation. After assessment of the extent of damage, your orthopedist can decide whether you are fit for stem cell treatment or not. If it is only a tear then the treatment can help. If most of the meniscus is lost then replacement may need to be considered.
