Vertebral hemangiomas are benign neoplasms.They are very common,found in MRI spine in atleast 10% of the adult individuals.They don't need any treatment unless they cause any symptom.
Bone scan can help differentiate between a hemangioma and a malignant tumor by observing the pattern of radiotracer uptake.So,it can be done in a hemangioma,which is having slightest doubt to be otherwise(cancerous).
Bulging discs and herniated discs are to be treated according to the symptoms.

Thanks for being in follow-up.
Weakness in extremities in presence of radiating pain in neck indicates that herniated discs and disc bulges are causing compressive effect on nerve radicles(radiculopathy).This needs to be treated.
Treatment plan-
1)Dedicated regular cervical spinal exercises/Physiotherapy is mandatory.
2)Antineuralgics like amitriptyline,pregabalin,duloxetine to be started for pain.
3)Methylcobalamin 1500 mcg per day.
4)Calcium and vitamin D supplementation.
Herniated discs and disc bulges can result in headache also along with neck pain.Please follow the above treatment plan and observe whether the headache persists or improves. Amitriptyline is one drug which acts as antineuralgic and also covers stress headache.This should be preferable antineuralgic in your case.
Please upload Bone scan report, MRI image/report so that I can advise you better. Please take a neurosurgical consultation also.
