Brief Answer:
It may be acanthosis nigricans

Detailed Answer:
Hi
Thanks for your query.

It is possible that you are having acanthosis nigricans. Do you have dark skin at other areas too? I would be better able to diagnose if you upload a photograph of the area.

The itching may be due to fungal infection.

I would suggest the following:
- Try anti-fungal cream like clotrimazole cream for the itching. To be once or twice a day when the itching is present
- For the darkened skin, I would suggest sulphur lotion that is prescribed by some dermatologists. It should be applied overnight and washed off in the morning
- Get checked for fasting blood glucose levels as it is associated with diabetes sometimes.
- If you have more than normal weight, you will need to lose weight
- Among lifestyle, take more fruits and vegetables. Drink pure drinking water.

Hope it helps.
