Brief Answer:
No risk of STD or HIV.

Detailed Answer:
Dear XXXX,

Welcome to HealthcareMagic.

The risk of getting HIV or other STD from oral sex is very unlikely. The cut or blister on the base of your penis may get infected but for better explanation I need to see the lesion so either attach photo of the same or consult the dermatologist for further management. Be relaxed, don't think much about the incidence and move on in life. For any further query feel free to ask me any time.

Thank You

Brief Answer:
It looks like a blister.

Detailed Answer:
Dear XXXX,

Welcome back and thanks for follow-up.

The lesion in the photo is seems to be a blister not cut so consult the dermatologist to confirm the diagnosis and follow the treatment regime as per the advice. Allay the fear or anxiety of having HIV or other STD as the risk is very unlikely in your case.

Thank You
